In Attendance: Bill Ganz – District 4 Commissioner, Denise Bogner – Waterford Homes, Joe Cutroni –  Starlight Cove, Kathy Maggi – Deer Run, Ralph Francione – Crystal Key Pointe, Todd Drosky – Starlight Cove.

Call To Order: Todd Drosky called the meeting to order at 7:05 p.m.

Crime Report:  BSO Deputy Jeff Vomero presented a recap of the crimes in west Deerfield Beach.  He offered tips on staying safe when walking – pay attention to the area, walk confidently, and women should not carry a purse.

FLORIDA DEPARTMENT OF TRANSPORATION:  Jonathan Overton, Assistant District Traffic Operations Engineer, was the guest speaker.  He can be contacted by phone at (954) 777-4376 and email at jonathan.overton@dot.state.fl.us.  He oversees five counties including Broward and Palm Beach.  There is a separate division of FDOT for the Sawgrass Expressway and Florida’s Turnpike.  He discussed the resurfacing of Powerline Road from West Drive (at BSO Substation) through the Hillsboro Boulevard intersection to the Palm Beach County line (just over 1 mile).  Pavement will be removed, not just adding a new top coat.  New traffic signals will be installed at Hillsboro Boulevard with pedestrian signals that count down time left before the light changes.  The project will be awarded to the selected contractor in August 2014 with work expected to begin three months later.  The project is expected to take 10 or 11 months.  Scott Peterson is the Design Project Manager.  A sign will be posted before the work begins with a contact phone number.  FDOT will hold a public informational meeting but residents should call this number to see when it will take place.  Mr. Overton explained the contractor will be responsible for any damage that may be caused to the local swale areas.

Joe Cutroni brought up a concern about the stoplight at N.W. 6th Street for traffic at entrance to Deer Pointe and Starlight Cover.  Mr. Cutroni stated the signal lights turn to blinking mode at 10:00 p.m., which is too early and causes traffic problems entering and exiting the neighborhoods.  Mr. Overton said he can change the timing on this function. Mr. Cutroni also asked the reflective coating be reapplied to the curb areas.

Mr. Overton also explained how the length of red/green lights work and if there is an open space between vehicles during a green light the sensor will think the traffic has cleared and the light will turn to red.  Any time that was not used for the green will be passed onto the next green light traffic pattern.

Mr. Overton stated the maintenance of all traffic lights is done by Broward County, not the State of Florida.  If there is a problem with the timing of lights often the sensor is bad and needs to be replaced.  Residents should contact:  traffic@broward.com.  Residents need to give specific information such as the time, day, date and direction of traffic.
